The BHPS+ Project
As lead in a larger European consortium, the German Academic Exchange Service (DAAD) has launched the new project Bologna Hub Peer Support Plus (BHPS+), which aims to support higher education institutions (HEIs) across the entire European Higher Education Area (EHEA).
The project’s primary goal is to strengthen institutional quality, foster international cooperation, and support HEIs in addressing key higher education policy challenges in a rapidly evolving academic landscape. By facilitating structured peer exchange, BHPS+ enables institutions to reflect on their practices, sharpen their strategic positioning, and align more closely with European developments.
Expert Peer Support for Higher Education Institutions
Through a pool of 25 highly experienced higher education reform experts from across Europe, the project offers tailor-made, strategic counselling to participating institutions. HEIs can specify in their application the areas in which they seek peer support. Based on these needs, usually two experts will be matched to the institution to provide targeted, context-sensitive advice.
A typical counselling cycle lasts 12–18 months and includes:
- an initial on-site visit by the experts,
- a follow-up online progress meeting, and
- a concluding on-site visit to assess developments and outcomes.
This structured process ensures sustainable impact, continuous reflection, and practical implementation of recommendations.

Participation and Funding
All counselling services, including expert assignments, are fully covered by the BHPS+ project. Participation is therefore entirely free of charge for selected institutions. HEIs across the EHEA are invited to apply for peer support until 15 May 2026 through this form. More information is available via the project website.
